Russia and Mr. Putin have gotten zero respect, much less love, from the West. NATO has no raison d'etre without an adversary and NATO - as described long ago - keeps 'The Americans in, the Russians out, and the Germans down'. So permanent peace with Russia was never going to happen.
It appears to me in retrospect that Ukraine's Donbass situation was kept deliberately inflamed for 8 years, to keep Russia in reserve as the aggressive 'boogeyman' they could provoke into starting something when they chose. And it worked - Ukrainian troops ramped up their bombardment and moved troops into attack positions, and Russia had no choice but to act.
A slaughter of ethnic Russians literally just across the border would create an untenable position for Mr. Putin, and there are hardliners in the Kremlin that STILL think he's being too soft. He's not Stalin, he has to play politics too. So the neocon types were probably high-fiving for the last week of February - they get a war, and the dug-in Ukrainians with their Nazi LARPing battalions would stall the Russians while the economic Neutron Bomb caused the end of Mr. Putin. Russia as the ultimate Thanksgiving turkey, just in time for the US midterms.
But Europeans are sticking it to Vlad! ;)
