It was never clear to me how making a nation's population poorer and more reliant on government handouts would help inspire them to overthrow their government.
It doesn't make a lot of sense but the logic behind our particular empire is not strong. Periodic bombing and foreign aid are also completely counterproductive foreign policy tools they are obsessed with.
